Yushchenko made the statements, some of his harshest against President-elect Viktor Yanukovych, at a news conference nine days before he is due hand over power.

« The victory of Yanukovych is a Kremlin project. It is a policy of deep dependence on Russia, » Yushchenko said.

Yushchenko was the leader of mass street protests in 2004 against Yanukovych’s Kremlin-backed election victory that year. Dubbed the Orange Revolution, those demonstrations urged the Supreme Court to overturn Yanukovych’s fraudulent win and call for 부산중구출장샵 a revote, which Yushchenko won.

Since then, Yanukovych has capitalized on Yushchenko’s ineffectual rule, the slow progress of European integration, and the economic meltdown of the past year. He won the presidential ballot Feb. 7 against the heroine of the Orange Revolution, Prime Minister Yulia Tymoshenko.

Yushchenko saved particular venom for Yanukovych’s plans to give Russia a stake in managing Ukraine’s natural gas pipelines and to extend the lease Russia has on a Black Sea naval base.

« It is painful and demeaning for me to hear these pledges. It discredits us as a nation, as Ukrainians, » Yushchenko told a sparsely attended briefing, appearing dejected but calm.

Yushchenko has fought bitterly to kick out Russia’s Black Sea fleet, which he sees as a threatening military presence on Ukrainian soil. He called Yanukovych’s pledge to allow the fleet to stay a « policy of being colonized. »

In a statement, Yanukovych responded to Yushchenko’s attack with a pledge to pursue a balanced and pragmatic foreign policy.

« I can only say one thing to anyone who expects my presidency to weaken Ukraine — don’t count on it, » Yanukovych said.

Mullah Abdul Ghani Baradar was arrested around 10 days ago in a joint operation by CIA and Pakistani security forces in the southern port city of Karachi, U.S. and Pakistani officials said on condition of anonymity Tuesday. The army on Wednesday gave the first public confirmation of the arrest.

« At the conclusion of detailed identification procedures, it has been confirmed that one of the persons arrested happens to be Mullah Baradar, » chief army spokesman Maj. Gen. Athar Abbas said in a written message to reporters. « The place of arrest and operational details cannot be released due to security reasons. »

Baradar was the second in command behind Taliban founder Mullah Mohammad Omar and was said to be in charge of the day-to-day running of the organization’s leadership council, which is believed based in Pakistan. He was a founding member of the Taliban and is the most important figure of the hardline Islamist movement to be arrested since the U.S.-led invasion of Afghanistan in 2001.

The White House has declined to confirm Baradar’s capture. Spokesman Robert Gibbs told reporters the fight against extremists involves sensitive intelligence matters and 부산중구출장샵 he believes it’s best to collect that information without talking about it.

Baradar, who also functioned as the link between Mullah Omar and field commanders, has been in detention for more than 10 days and was talking to interrogators, two Pakistani intelligence officials told The Associated Press on Tuesday.

One said Baradar had provided « useful information » to them and that Pakistan had shared it with their U.S. counterparts. A third official said Wednesday that Baradar was being held at an office of Pakistan’s most powerful spy agency, the Directorate of Inter-Services Intelligence, in Karachi.

CBS News chief national security correspondent David Martin reports that, between whatever laptops and cell phones he had at the time of his arrest, and what he knows, Baradar is a potential goldmine of intelligence.

« The unique thing about this individual was that he had been working for the Taliban for well over a decade, » former CIA officer Bruce Riedel tells CBS News. « He knew the inside and outside of how the Taliban operates. »

Officials call Baradar the linchpin of Taliban strategy in Afghanistan, and as Martin reports, his capture comes just as the U.S. and its allies have launched a major new offensive in Helmand province.

The Pakistani military officials spoke on condition of anonymity because they were not authorized to speak to the media.

Baradar’s arrest suggests the Pakistani intelligence services are ready to deny Afghan militant leaders a safe haven in Pakistan – something critics have long accused them of doing.

Haroun Mir, a leading Afghan expert on the Taliban, tells CBS News Baradar’s arrest is « the most important event in the war against the Taliban and the war on terrorism in years. »

« The real significance is the change in the Pakistani policy, » explains Mir.

U.S. and Afghan leaders « have been criticizing Pakistan for years for allowing the Taliban to move freely between Afghanistan and Pakistan, and now, by arresting Mullah Baradar, they have demonstrated in the strongest way a change in policy. »

The arrest may also push other insurgent leaders thought to be sheltering in Pakistan toward reconciliation talks with the Afghan government – a development increasingly seen as key to ending the eight-year war.

The arrest came shortly before U.S., Afghan and NATO troops launched a major offensive against militants in the Taliban stronghold of Marjah in the southern province of Helmand, one of the regions that Baradar was believed to control. It is the largest operation in Afghanistan since President Barack Obama ordered a « surge » of 30,000 more U.S. troops to Afghanistan.

Washington has pressed Islamabad to crack down on Afghan Taliban believed to be staying in Pakistan, and to go after Pakistani Taliban groups who have strongholds in the country’s northwest regions bordering Afghanistan. The CIA also has stepped up a campaign of missile strikes from unmanned planes that have killed dozens of suspected militants in recent months.

The latest strike came Wednesday, when a suspected U.S. drone aircraft fired two missiles at a home in the northwestern village of Tabbi Tool Khel in the North Waziristan tribal region, killing at least three people and wounding some others, two intelligence officials said on condition of anonymity because they were not authorized to speak to media.

Mumps cases at a 10

Mumps cases are on the rise in the U.S., and a growing number of schools and college campuses are reporting outbreaks.

A recent U.S. Centers for Disease Control and Prevention report shows that mumps are at a 10-year high. As of November, 45 states and the District of Columbia had reported a total of 2,879 mumps infections — more than double the mumps cases reported in 2015.

« From year to year, the number of mumps cases ranges anywhere from a couple hundred to a couple thousand cases — 2016 is an up year for us, » Dr. Manisha Patel, team lead for mumps at the U.S. Centers for Disease Control and Prevention, told CBS News. Patel is also a pediatrician in Atlanta.

Colleges seem to be especially hard hit by the contagious virus. The University of Missouri’s Columbia campus is among several colleges reporting outbreaks this year. The school said it’s identified 193 cases of mumps since the start of school in late August.

« Most of the students are reporting associations with friends who have mumps, Greek organizations, or interactions in local bars, » the university said in a press statement released on December 7.

The university has asked student groups to cancel non-mandatory social events as the semester winds down, according to Inside Higher Education’s online news.

Typically, two doses of vaccine are recommended by the American Academy of Pediatrics and the CDC, but the school is asking students to get a third measles-mumps-rubella (MMR) vaccine « based on discussions with public health officials. »

At the State University of New York in New Palz, there have been 63 confirmed or probable cases of mumps reported to the New York State Department of Health since October. More cases are also under investigation. They’re holding a vaccination clinic for unvaccinated students and also encouraging students who need a third shot to get it, too.

« There is increasing evidence that a third dose of the MMR vaccine will help raise immunity among the students who have not yet been exposed, and help prevent the further spread of mumps on the campus, » New York State Health Commissioner Dr. Howard Zucker said in a press statement. 

« We are also urging students to wash their hands regularly, avoid contact with people who may be sick, and immediately notify their healthcare provider if they suspect they are sick. Students who are ill should stay home from classes and social events, » Zucker advised.

Meanwhile, the number of cases has been ticking up across the country. In Connecticut, the Yale News student-run paper reported two suspected cases of mumps in late November.

Nine cases of mumps were diagnosed at Tufts University in Medford, Massachusetts, this fall, according to the Boston Globe. And at Harvard, where 66 students got sick during an outbreak last spring, four more cases have been reported this semester.

The IndyStar.com reported 65 people in Central Indiana came down with mumps last spring, 부산중구출장샵 most of them college students. Purdue University, Butler University, Indiana University, and Indiana University-Purdue University Indianapolis were among the campuses reporting cases.

Three cases were identified at The University of Maryland College Park campus in September, CBS Baltimore reported.

The University of San Diego reported 19 cases this past year, mostly in the spring but several more in the fall. Mumps cases were also reported recently at Cal State San Marcos and San Diego Christian College.

Why are colleges such vectors for mumps? Dr. Michael Grosso, medical director and CMO of Huntington Hospital/Northwell Health, said close quarters — dormitory living — can make it easier to pick up the virus.

« It’s spread through respiratory secretions, coughing, sneezing, close contact and sharing the same cups and utensils, » Grosso told CBS News.

But college students aren’t the only ones at risk. Mumps is also spreading among younger children.

Some communities have been affected, too, said the CDC’s Patel, including a large outbreak in Arkansas. The state’s department of health reported 2,104 cases as of Dec. 13, noting that 44 workplaces, 40 schools in six school districts, five colleges and vocational schools, and two private schools have been impacted, most in the northwest region of Arkansas.

Last week, The Seattle Times reported there have been 54 cases in the southern area of King County, encompassing a wide swath of the suburbs around Seattle and Bellevue, Washington — more than the entire state of Washington has seen any year in the last decade. The Auburn School District there told non-immunized students to stay home so they wouldn’t get the virus and go on to infect others. Public health officials sent letters to the students’ homes saying kids would only be allowed back once they had proof they’ve received the MMR vaccine. Otherwise, the students will be kept from school for at least 25 days after the last mumps case in the Auburn district.

Non-immunized children face the highest risk of infection. As of Thursday, 192 students in the Auburn district had not received the MMR vaccine. The district has 15,500 students, according to its website.

Day care centers are also places where you see outbreaks, Grosso said.

The current mumps outbreaks are concerning, said Grosso, but not nearly as bad as in the pre-vaccine era. Since the U.S. mumps vaccination program started in 1967, the CDC says the number of cases has been reduced 99 percent.

While many cases remain mild, some can be more serious. Common symptoms of mumps can include swollen salivary glands and swollen cheeks and jaw, pain with opening and closing the jaw, fever, fatigue, headache and earache.

« Most individuals recover uneventfully from mumps, however as many as 10 percent of males who get mumps will get an inflammation of the testes which can lead to permanent sterility, » Grosso said.

The brain can be affected, too. About 1 percent of people who come down with the mumps get serious brain infections and can experience meningitis, encephalitis and deafness associated with a brain infection.

« That small risk was behind the original impetus to create a vaccine, » Grosso said.

To help avoid the mumps:

And get vaccinated, said Grosso. No vaccine is 100 percent protective, he explained, but it can help you avoid the risk of serious illness and lifelong health issues.

« Receiving two doses of mumps vaccines is said to confer about an 88 percent reduction in risk of getting mumps if you’re exposed, » said Grosso.

The American Academy of Pediatrics recommends the first dose of MMR vaccine should be administered between 12 and 15 months of age, and the second dose between 4 to 6 years of age.

Patel said the CDC doesn’t recommend for or against a third dose of mumps vaccine, and that for now they’re working closely with individual states experiencing outbreaks to determine vaccination needs. 

« We have a couple of studies going on and we’re working with external experts to collect data to see if we should recommend a third dose, » said Patel.

Grosso said, « Being immunized late is better than not being immunized ever. But being immunized late is not nearly as good as being immunized on time. »

Forecasters say flash floods and mudslides are possible

Tropical Storm Harvey has made landfall over Belize and is expected to move into northern Guatemala later in the day.

The U.S. National Hurricane Center in Miami said Saturday that Harvey was centered about 35 miles south of Belize City, moving west at about 13 mph. Maximum sustained winds were 60 mph.

Harvey is expected to start weakening now that it’s moving over land. The storm is expected to bring as much as six inches of rain to parts of Honduras, Guatemala, 부산중구출장샵 Belize and Mexico’s Yucatan Peninsula. Forecasters say flash floods and mudslides are possible.

Tropical storm warnings were still in effect for the northern coast of Honduras from Punta Sal westward, as well as coastal Belize and Guatemala.

Legislators passed the sweeping abortion measure during their 2016 session. A federal judge already blocked two parts of the law this summer, and the administration of Gov. Rick Scott didn’t appeal the decision. 

The parts of the law blocked this summer would have prevented state funds from going to organizations that provide abortions.

One part of the law required increased abortion clinic inspections.

Similar to a Texas law struck down earlier this week by the U.S. Supreme Court, the Florida law also requires doctors who perform abortions to have privileges at a nearby hospital. No challenges to that part of the law have been filed yet.

The court action this week was just a new chapter in a long-running battle over abortion in the Sunshine State. Since the GOP assumed control of the Florida Legislature two decades ago, legislators have enacted a series of bills only to see many of them overturned in the courts. The Florida Supreme Court in April suspended a 24-hour waiting period for abortions while it decides whether that law is constitutional.

An Abu Sayyaf member involved in the kidnapping of several Europeans and one American in Malaysia back in 2000 was also arrested a few days ago

Police suspect the attack was launched by a joint group of Abu Sayyaf and rogue Moro Islamic Liberation Front members, allegedly led by sub-leader Puruji Indama.

Indama has been blamed for the kidnapping of two Chinese and a Filipino worker from a plywood factory.

The two Chinese captives – Zi Shun Lu, a.k.a. Oscar Lu, 51; and Bo Shung Tan, a.k.a. Michael Tan, 27 – were rescued by government forces hours before the attack. [The Filipino hostage, Mark Singson, was beheaded after his employer, Hi-Tech Wood Craft Corporation, failed to pay ransom.]

Authorities said they could not ascertain if the attack had anything to do with the recent deaths of several Abu Sayyaf members, including Albader Parad, the man behind the kidnapping of International Red Cross volunteers.

His death could set back the militants’ plans to disrupt elections in the south.

An Abu Sayyaf member involved in the kidnapping of several Europeans and one American in Malaysia back in 2000 was also arrested a few days ago.

The military has been expecting the small but violent Abu Sayyaf group, known for kidnappings, bombings and beheadings, to launch retaliatory attacks for Parad’s death.

An army spokeswoman said villagers in Tubigan were asleep when the rebels came and started spraying houses with automatic gunfire, setting them on fire.

« Each rebel brought a gallon of gasoline, then they started torching the houses, » said one member of a civilian militia force.

Hundreds of people have been displaced

The army said nearly 20 others were wounded, 대구출장샵 including four children who suffered third-degree burns. Those in critical conditions were taken to hospitals in Zamboanga City on the mainland.

Stewart also addressed a May 2016 conversation in which he dismissed the rumors about C.K.
